There'll be an underwater city, maybe similar to the one we've seen in the latest Star Wars movie, maybe not. However it'll turn out to be, I think the idea is most certainly a cool one. There'll even be a whiff of Planescape present in the game since the game will take you to some of the Planescape planes of which one will be the Aby plane, which is the AD&D version of what we call Hell.
