I've only been playing Counter-Strike for a month and a half, but sometimes I'll hop on a server with a really hardcore clanmate and I'll out-ratio him. It doesn't happen often, but it does happen. If those same clanmates - who play Q3 as casually as I play CS - were to play in a Q3 game with me, it'd be total ownership.
